Nicotine Pouch Legal Age by Country (2026)

Nicotine pouches are new enough that many countries wrote their rules only recently, and some have not written any. The result is a patchwork: in some places the age limit is a specific law for pouches, in others it comes from general tobacco or youth protection law, and in a few there is no legal minimum at all and shops set their own. This page lists the age for 31 countries as of October 2026, with the source for each. Laws change often, so check the current rules before you buy or travel. PouchSpot sells to adults aged 18 and over only, whatever the local minimum.

The short answer

In most of Europe the legal age to buy nicotine pouches is 18. Latvia sets it at 20 and the United States at 21. Spain, Portugal and Ireland have no statutory minimum for pouches yet, so retailers apply 18 themselves. The UK's age-of-sale rule for pouches has applied since 29 October 2026. Pouches are banned altogether in the Netherlands, Belgium and France, and no retail sale is allowed in Australia or New Zealand.

Legal age in Europe

“Specific law” means a rule written for pouches or nicotine products. “Tobacco law” means the age comes from general tobacco, nicotine or youth protection law. “No statutory age” means there is no legal minimum and shops set their own.

Legal age outside Europe

What the table shows

18 is the norm, but not everywhere by law

Almost every country that has set an age chose 18. The exceptions are Latvia at 20 and the US at 21. In Spain, Portugal and Ireland there is no legal minimum for pouches yet, because the laws that would set one are still pending. Reputable shops apply 18 anyway.

Many age rules are very new

Hungary set its rule in 2019, Sweden in 2022, and Slovakia, the Czech Republic and Bulgaria in 2023, but most of the rest came in 2024 or later: Switzerland, Romania and Slovenia in 2024, Poland, Greece, Croatia, Finland and Latvia in 2025, and the UK, Italy and Luxembourg in 2025 or 2026. Before that, pouches often fell between tobacco law and food law, with no age rule at all.

Age limits often come with other rules

New pouch laws rarely stop at age. Many add a strength cap per pouch, limit sales to tobacconists, or ban online and distance sales. Our guide to where nicotine pouches are legal and our EU regulation guide cover those rules. For the countries we have written about in depth, see Germany, Italy, Spain, Portugal, Ireland and Austria.

Age checks when buying online

Online shops have to make sure they sell only to adults, and some countries now spell out how: Denmark requires an online age check, and Switzerland requires real age verification for online sales. PouchSpot sells only to customers aged 18 and over, in every country we ship to. The current list of countries is on our shipping page.
