A small dip at the strong end
Mild, medium and strong cans all sit within ten cents of each other at the median, between 4.29 and 4.39 euro. Nicotine-free is the cheapest tier, with one exception

Per pouch
The can is the wrong unit; the pouch is the right one. Per milligram the spread is wide. ZYN's lightest pouches hold about 1.5 mg of nicotine each, so a 5.49 euro can of 20 carries about 30 mg in total, roughly 0.18 euro per milligram. A Pablo Exclusive pouch holds 30 mg, so a 4.09 euro can of 20 carries about 600 mg, under one cent per milligram. That is a gap of about 27 times on one shelf. That comes to 728 products from 52 brands, including products that were temporarily out of stock, because a listed price is still a market price. We left out one product line that is not a standard can: six 308-pouch tubs from XPCT at 46.49 euro each, which would distort every average. Strength tiers are the ones each product carries in our catalogue. This is one retailer's shelf, not the whole market, but it spans every tier from 2.99 euro value brands to 6.49 euro specialist cans.
Why prices differ across Europe
The same can from the same producer lands at different shelf prices across the EU, and the reasons are structural. Standard VAT runs from 17 percent in Luxembourg to 27 percent in Hungary, with Germany at 19 percent and Ireland, Poland and Portugal at 23.
