What tobacco-free actually refers to
Read a can of white pouches and the phrase appears twice, sometimes three times. Tobacco-free. It is easy to read as a claim about nicotine when it is really a claim about the filler.
A traditional Swedish portion contains ground tobacco leaf. A tobacco-free pouch does not. In its place sits a plant fibre base, usually cellulose or a food-grade fibre such as eucalyptus pulp, with a bulking agent, a flavour system, a sweetener and a pH regulator. That single change is the whole point of the format. Removing the leaf removes the tobacco-specific nitrosamines that come with it, which the German federal risk assessment body identified as the main quality question for the category in its health risk assessment of nicotine pouches. Where pouch nicotine comes from

The older route is extraction. Nicotine is drawn out of leaf using solvent, then refined, distilled and purified until what remains is a clear, colourless liquid. Pharmaceutical nicotine has been made this way for decades, and the same supply chain feeds most pouch manufacturing in Europe. The leaf is a raw material at the start of the process and absent from the end of it, which is why a pouch can carry purified leaf nicotine and still be described accurately as containing no tobacco.

Made in a laboratory
The newer route is synthesis. Chemists assemble the same molecule from materials that have never been near a tobacco field. The result is called non-tobacco nicotine and is generally very pure, since there is no leaf matter to carry impurities forward. Two details matter. Synthesis usually produces two mirror-image forms, only one of which, the S-form, occurs in the plant, so careful makers separate it out. And it costs more, which is why it remains a minority route in a category built on thin margins.

Two forms of the same thing
Nicotine exists in two states. In free-base form it is an oily alkaline liquid, volatile and harsh on soft tissue. Paired with an acid it becomes a salt, most often nicotine bitartrate: a stable white powder that mixes evenly into dry fibre and does not evaporate off the production line. For a product that must sit in a tin for a year and taste the same on the last day, the salt is the only sensible choice.
Why pH decides the feel
The catch is that the lining of the mouth absorbs the free-base form far more readily than the salt. Formulators add a buffering agent, typically sodium carbonate, which raises the pH inside the wet pouch so a share of the nicotine converts back to free base when it is needed. A randomised crossover trial in Nicotine and Tobacco Research showed that pH, and therefore the free-base share, is a primary determinant of how much nicotine crosses that lining.
This is where the salt earns its reputation for feeling gentler. Modest buffering gives a measured pace and a mild sensation under the lip. The European regulatory angle
Why the TPD does not quite reach
The Tobacco Products Directive 2014/40/EU governs tobacco across the Union, and Article 17 bans oral tobacco in every member state except Sweden. It is a directive written around a plant. A pouch with no leaf is neither a tobacco product nor an electronic cigarette under its definitions, so it slips between the two chapters. The European Commission's tobacco policy overview reflects an ongoing revision, and this category is one reason it keeps being discussed.
Twenty-seven answers instead of one
So member states legislate individually. Some set nicotine ceilings per pouch, some apply food or product safety law, a few have banned sale. Germany's federal risk institute has argued for standards rather than prohibition, a sober position in a debate that often is not. Sweden has the longest experience of oral nicotine in Europe, and the World Health Organization's smoking figures place it at the bottom of the European table.
The United States closed the gap by statute instead. Since 2022 the Food and Drug Administration has regulated non-tobacco nicotine products under the same authority as tobacco products, removing any advantage in synthesising the molecule.
